“Years served” is an estimate where exact entry or departure dates are unavailable. “Terms begun” counts elections to full, partial, and initial transition terms, including terms left unfinished. A ≈ mark identifies provisional counts. The year-by-year view uses annual report rosters, which may omit outgoing members who served earlier in the year.
Totals concern service on this board only. Other elected or appointed town offices are excluded. Estimates are unsuitable for exact day-by-day tenure rankings.
Annual rosters and reported changes
Select a year to inspect the membership recorded in the annual report. This view preserves the report’s roster convention; it does not claim to list every outgoing member who served for part of that calendar year.
Three seats before the 2024 expansion; five afterward. More names in some entries reflect replacements or outgoing members, not additional seats.
A brief history of the board
Merrimac separated from Amesbury through an incorporation act approved April 11. The first board consisted of William H. Haskell, Stillman S. Blodgett, and Alexander Smart. The 1940 town report preserves a retrospective roster from incorporation through 1940.Incorporation act in the first town report · 1940 report, historical abstract, pp. 109–113
Members appear in annual rosters during the one-year election era. This history groups consecutive appearances into service periods and separates returns to office. Annual-era term totals remain reconstructed counts until every election record and vacancy has been individually checked.Historical abstract and annual reports; the 1954 and 1960 election materials explicitly specify one-year Selectmen terms.
The town introduced staggered terms. The election record shows John E. Flynn elected for one year, Ralph L. Buzzell for two years, and George J. P. Stevens for three years. Subsequent elections filled regular three-year seats.1961 annual report, printed pp. 102–103
Contemporary reports document a series of vacancies and special elections: Buzzell’s 1963 resignation; Stevens’s 1966 resignation and David’s election; Flynn’s 1969 resignation and Connor’s election; Carter’s death in 1971 and Gallagher’s election; and the 1973 changes that brought MacGregor and Drenth onto the board and returned Stevens to office.See the individual member records and annual reports for 1963, 1966, 1969, 1971, and 1973.
The town established a separate Board of Health. The Selectmen’s report explains that the Selectmen had previously also served as that board. That history helps distinguish Select Board service from later membership on the separate health board.1968 annual report, Selectmen’s report
The annual election was held May 13, replacing the March schedule seen in earlier election narratives. Stevens won the regular three-year term after his return in the October 1973 special election.1974 annual report, annual election returns
Voters rejected a proposed home rule charter in May. The board’s annual report describes the decision as retaining the existing form of town government.1985 annual report, Selectmen’s report, p. 16
Article 22 of the April 24 Annual Town Meeting changed “Selectmen” and “Board of Selectmen” to “Select Board” in the general bylaws. The town code’s disposition list records the change.Town code, disposition of legislation
Chapter 62 of the Acts of 2024 expanded the board from three members to five. Three seats were elected at the transition election for initial three-, two-, and one-year terms; subsequent regular terms are three years. The new members were Janet M. Bruno, Wayne P. Adams, and Robert L. Gustison II, joining Chris P. Manni and Irina Gorzynski.Acts of 2024, Chapter 62 · 2024 report, elected officers
The May 4 election returned Adams for three years, elected Matt Passeri for three years, and elected Gwen Lay Sabbagh for the two years remaining in Manni’s term. At the October 5, 2026 research cutoff, the official board page listed Bruno, Gustison, Sabbagh, Adams, and Passeri, with term expirations in 2027, 2028, 2028, 2029, and 2029 respectively.Precinct 1 returns · Precinct 2 returns · Official board page
Sources, definitions, and open questions
This is a research compilation built from town annual reports, their historical abstract, election returns, the town code, and the official current board page. The original compilation covers every roster year from 1876 through 2026; additional records can be added as they are verified. It is not a certified register of every oath or departure date.
How to read the table
Evidence and reconciliation
The 1940 report’s five-page historical abstract supplies the 1876–1940 roster. The original page layout was used to separate adjacent year columns; ordinary OCR reading order can combine them. Annual report directories and board narratives establish later membership. Election records and term-expiration columns identify full and unexpired terms. The 2023 report’s directory appears to carry forward the prior roster, so the signed board report and later oath dates identify Gorzynski’s arrival. The official board webpage and 2026 election returns establish the five-member board following that election.
Names are standardized only where overlapping rosters, succession, or signatures support the match. Examples include George J. P. / George P. Stevens, Ronald Jordan / Jordon, Laura Dillingham-Mailman / Laura Mailman, and Harold E. / Hal Lloyd. Initials are otherwise retained. Neither party affiliation nor personal biography is inferred.
Unresolved items retained in the data
- The 1891 abstract lists four selectmen and marks Moses G. Clement deceased. Exact replacement order and term type for Lorenzo B. Blaisdell and William H. Blodgett need the original town election and appointment minutes.
- Alfred M. Colby’s exact departure/death date in 1904 is unresolved.
- The 1963 narrative describes Buzzell’s twenty-fifth consecutive year, while the 1940 abstract and later directories support a 1941 start. Contemporary year-by-year rosters are retained, with the conflicting statement flagged.
- The 2007 memorial gives Flynn’s service as 1962–1971 and David’s as 1967–1976. The contemporary election and resignation records support different dates. A later MacGregor obituary’s eight-year total similarly conflicts with annual rosters from 1973 through 1983.
- Exact oath and exit days for most older members remain unverified. Resignation days for Jordan, Collins, and Spencer also need confirmation. A report year alone is insufficient to calculate exact elapsed tenure.
- Manni’s first entry in 2021 and initial one-year remainder are reconstructed from the 2021 roster, succession, and the 2022 full-term oath/expiration. Obtain the original 2021 election or appointment record to settle the initial term type. The 2026 agenda separately names his resignation effective May 3.
- Annual-era term counts are roster-based estimates. Later reelections reconstructed from advancing term expirations should be checked against original certified election returns before publication as a definitive term register.
A practical route to final certification
The remaining work is targeted: compare the flagged dates and counts with the Town Clerk’s election books, oath register, appointment records, and the board’s resignation minutes. For each term, record election date, oath date, scheduled expiration, actual departure, and whether entry was a regular election, special election, or appointment. Keep full nominal terms separate from completed terms. The separate membership data can be downloaded for that reconciliation.
